IMO moisturizer. I feel like all cleansers are really the same
I tried some pricey ones and to me they were no different or better than my Garnier or whatever i get on sale at Target.
A good moisturizer, especially with SPF and Retinol, to me makes a difference in my skin

I would say moisturizer for sure
I used to spluge on a cleanser now I use witch hazel as a toner and it works so well!!!!

Moisturizer-any special ingredients in a cleanser will get washed away. Just use something that doesn't irritate your skin.
Even moisturizers, you don't have to splurge, if you are just getting a moisturizer with SPF, but if you want anti-aging ingredients, those cost more & it is better to get them in a moisturizer or serum, b/c they stay on the skin.
