The top screams prom to me and the bottom screams Elvira and Halloween. Sorry!
But my former best friend (I guess that's what she is  ) loved everything ruched and the bottom like that...she would have been all over it and it would have looked nice on her.
So it depends on your taste.

I think I would like it more if the person wearing it had bigger boobs. I think it would round out the top better and make the overal look more attractive.

Not liking it...not a fan of that hem but the chiffon tucked into the beaded trim up top throws me off too.
I second White House/Black Market - really super cute stuff at great prices.
