Im sorry But I hate that crap! We don't live in a hick place where people go to wedding wearing Jean shorts
but maybe the groom's family from Kentucky does!
WELL 1) does the family from Kentuck even know what black tie means?
b) put it on their invites
Yes people outside of NY have black tie functions.

Take a cab to Fox Hollow...someone just posted a horror story about the valet.
Black tie in Ny/LI/NJ means your DH better wear a tux or the bridezilla will kick his azz.
They have a new valet company...this will not be an issue.
And Liza, any dark dress will be fine - long or short.
Dark suit for DH.

Re: What does black tie optional REALLY mean?
My thoughts are that Black Tie means we really want all the men to wear tuxes and all the woman to go all out in their finest (long dresses jewels etc), but no one is going to kick you out if you are wearing a dark suit and a shorter dark colored dress. BUT show up in a light suit or short light dress and the bride will be annoyed.
Black Tie optional means that the bride or her mom wanted black tie but either they came to their senses or someone else told them not everyone has a tux and it would be rude to make the men rent them so ok fine, show up in a dark suit, but woman are pretty much the same.
IMO if the bride takes the time to put a dress code on the invite she is concerned about the overall look of the wedding, right or wrong, so if you can comply, do it, why not, they are buying you dinner.

Here is the definition of Black Tie optional:
Black Tie Optional A Black Tie Optional or Black Tie Invited gives you the option of wearing a tuxedo or formal dress, but it should clue you into the formality of the event, meaning a dark suit and tie would be your other option. Women wear cocktail, long dresses or dressy evening separates.
