Literature Study for Special Education Grade Level K-2

I teach special education in a day treatment center. My students are 8-9 years old. I have some that can decode without comprehension. I have some who have comprehension who cannot decode and then I have some who have the best of both worlds, though are perhaps one or two grade levels below their chronological age. all of them have speech and language delays on different levels.

I am looking to find books (picture books) that are not too simple, yet not too difficult for the "decoders" to read and for the "comprehenders" to understand all at the same time. I want them to learn to love books and appreciate literature to the best of their abilities. If you have any suggestions, I would appreciate any that you can share.

So far I have Danny the Dinosaur in mind, but a book like Amelia Bedelia would go right over their heads as they cannot distinguish between literal and figurative language.

You can try Biscuit books (in the past, I've had reluctant readers really love those) as well as a series of high frequency readers from Scholastic that increase in difficulty as they go up sequentially (they usually have it in the order for like $20), also...henry and mudge vary in difficulty as well...if I think of more, I'll post...

What about Nate the Great? That's about a 2nd grade level but a little higher interest.

Ezra Jack Keats! He might be a little tricky but you can pair them up. I have lessons.
