As someone mentioned on another post, there's no such thing as "spot reduction." You don't have any say where you lose weight and where you gain it.
I would combine cardio with upper body workouts. Do you belong to a gym? If so, the machines usually highlight what body part they work- look for ones that target back, arms, and chest. Free weights also do wonders. If you can- I would see if you can find someone at your gym (a trainer) to help you find which equipment would best suit your needs.
But as i mentioned before- get that cardio in!!

I agree with missfab. There's no real way to loose fat in one area in particular. The best way to do it is with a lot of cardio, and strength training. Believe it or not, working on your bigger fat burning muscles (quadriceps, upper and lower back) will help to burn more calories than doing arm exercises. You should still do upper body routines to help tone.. but for faster overall fat loss, you should focus on cardio and working out the larger body muscles. your body will handle where it falls off. Diet is also a major factor in fat burning. GL!!!

I didn't have to think much about my weight until I hit 40. It was like I immediately had a tummy! All my fat went to my middle. I joined Weightwatchers online and it taught me about portion control and exercise. There is no magic pill - you have to watch how much you eat AND you have to exercise! Both are incredibly important! You need to think about these things every day probably in order to achieve the difficult goal of weight loss and regular exercises for belly fat. I repeat - do not give up on yourself. You are beautiful and one day everyone will know it.
