Credit Card Transfer Balances
I carried a balance on my Citi card at 0% for 12 months, then transfered it to Discover @ 0% for 12 months. Citi is now offering 1.99% thru 2013. Can I transfer it back?

yep! But I would just leave it at the 0% for the year and just keep playing the transfer game. You won't have to pay any interest at all.
