you can either buy molds and use those or you can sick a lollipop stick into the cream part and dip them in melted chocolate.
Its easiest if you melt the chocolate in a small bowl in the microwave. I usually do it in 15 second increments until its a good consistency. Then just dip and let cool either on wax paper in the fridge or if you have styrofoam you can stick them in that and let them cool right side up.

I froze the oreos first so that the warm chocolate wouldn't make the cookie part soggy.
I melted high quality white & milk chocolate in a double boiler (separately, I wanted 2 colors). I let it cool slightly. Using 2 spoons I covered each & placed them on wax paper on a cookies sheet & them put them in the fridge to cool.
After the fact I thought I should have used those xtra long toothpicks and stuck that in the cream and dipped them & then gently pulled the toothpick out, would have been easier

I actually prefer NOT to use molds for the Oreos. The molds usually have designs and are very deep and use a ton of chocolate and I feel like it's overkill. This may be sacrilege, but I like a nice thin coating of chocolate on my Oreos (Double Stuf, though, please! ) so I just usually dunk them in a bowl of melted chocolate. I take them out with a fork and lightly tap the wrist holding the fork with my free hand. I know it sounds weird, but it gets the excess chocolate off quickly and gives it a nice, smooth finish. Then just plop them down on wax paper and garnish if you want. I like to add festive sprinkles to mine or sometimes a little colored melted chocolate.
