You could start looking into rates now. Most companies offer an annual contract. I waited until we moved in to our house to actually set up oil delivery. I decided to stay with the company the former owners used-They were nice enough to let us use the remainder of their service contract.

i believe the current owner doesnt have a contract - pays as needed

if i look now, can i sign a contract with a start date of February 1?

I wouldn't b/c prices could come down by then. Or they could go up. It's a crapshoot.

ETA: The sellers of our house had the tank filled before closing so we had plenty of time to shop around for a contract.

I agree- I would not sign a contract until you are actually in the house. The rates could fluctuate or your closing could be delayed. I was able to get an oil delivery a couple of days after I set up my contract. The worst case scenario is you could get a one time delivery from the company the current owner use and then shop around. Talk to the current owner and find out who they use and if they have been happy with the service.
