He was replying to several students. I guess a few of us made the mistake of not understanding when the prepay period was, since mindreading is not on the curriculum

There is no reason to use !!! in any type of business setting.
So while it doesn't seem nasty, it does appear to be unprofessional.

Aside from the capitalization and !!! I would say it was simple.

I totally agree. I write letters/emails to students all the time and never use caps or !!! even if they ask me the same questions over and over.

While I think the email was unprofessional due to typos and punctuation- I think it was pretty nice of the administrator to remind you all that you were not registered properly. I think that the email he sent was likely sent out of frustration on his part.
I know that by graduate school, students would be expected to know the procedures- or to make sure they are aware of any changes. I'm assuming that something was sent out previously outlining the new pre-pay registration?
The coddling of undergrad is done, sadly. The bulk of the responsibility lies with the student once you are in graduate school.
