By law? I don't think so. For me, as a parent? Absolutely. That's one of the biggest reasons we don't go to NYC.

No the car seats are not required by law in a taxi.
DMV car seat laws
Excerpt:
Exemptions:
Livery vehicles, taxis, public transportation buses, and emergency vehicles are exempt from the child passenger restraint law. Children under age 4 must be restrained in child safety seats when they ride in any school bus.

I just flat out don't understand this.
Why would they be required by law when the PARENT is driving (and usually has the child's best interest at heart above all else).
But not be required when a crazy cab driver is jetting in an out of traffic?
Makes absolutely no sense to me.
It actually makes me a little angry because I suspect the answer has to do with time-effectiveness and money instead of safety.

I would bring a carseat anyway. Some of those cab drivers are crazy drivers--frankly, I'd rather take DS on the subway, eventhough the stairs are a pain.

No but the few times I have taken DD in a cab with me I bring hers anyway. Those cab drivers drive crazy.

I agree they should be required in cabs too. I work in the city on Sundays and I have a permition from the baby's parents to put him in my lap if I haveto take one, I would def take a car seat for my own child.
