After 28 days they are 'technically' babies/infants. According to Desmond Morris, they are 'babies' until they are a year old-ish and start to toddle..

I believe the newborn stage ends at 3 months.

I really believe in the "4th trimester" theory. It says that the first three months of a babies life are really the 4th trimester where they are very immature and unable to self sooth and you should "mimic" the womb with swaddles and white noise when they sleep. Dr. Karp that wrote "Happiest Baby on the Block" talks a lot about this.
After DD passed the 3 month mark there was a huge developmental change and she seemed less "newborn" and more infant/baby to me. So, I'd say 3 months.
