Authorities say teen who died at Seaford party used heroin
A Massapequa teenager used heroin before she mysteriously died at a house party last month, law enforcement officials announced Wednesday morning.
Natalie Ciappa's toxicology report, which is not yet final, will show whether she died of a drug overdose June 21 at a Seaford home, authorities said.
Nassau District Attorney Kathleen Rice said Wednesday that the 18-year-old had been using the drug, and that her ex-boyfriend was a member of a massive heroin distribution network in Nassau County. Rice's office is still investigating whether there is any direct link between Ciappa's death and her ex-boyfriend's dealing, she said.
"It's difficult to admit your child took heroin," said Ciappa's mother, Doreen Ciappa, at a news conference Wednesday morning. "It was difficult for us to admit it to ourselves. She was beautiful, she was smart. She did not look like a heroin addict.
"This was anybody's kid."
Ciappa's ex-boyfriend, Phillip Ordaya, was one of a dozen alleged heroin dealers arrested as the result of a major wiretap investigation by the Nassau police and prosecutors, Nassau District Attorney Kathleen Rice said at the news conference. The heroin distribution ring, which was operating out of the Hempstead Bus Terminal, was one of the main arteries bringing heroin into Nassau County, Rice said.
"Let parents and schools and communities be on alert that heroin use by our children is on the rise," Rice said. "We stand here today to put drug dealers on notice that we will not stand idly by and wait for more of our children to die."
Doreen Ciappa said her daughter had overdosed once before. She said they had tried to get her help, but once she turned 18 they couldn't force her to get help anymore.
"I sat at her wake, and what broke my heart was so many confident parents walked up to me with their children," Ciappa said. "Even though their children looked beautiful and healthy, that's what this new heroin does. It tricks the parents into thinking, 'Not my kid.' "
The arrests come at a time when law enforcement officials say they are seeing an increase in heroin use among Nassau's white middle-class teenagers. In 2002 there were about 100 heroin sale and possession arrests countywide. Last year there were about 150 -- a 50-percent increase -- said Det. Lt. Pete Donohue, deputy commanding officer of Nassau's Narcotics and Vice Squad.
Rice said that the investigation, which began in February, led detectives to a Roosevelt home which they believe is the main Nassau County distribution point being used by the ring. A search warrant executed at the Roosevelt house resulted in the seizure of 804 glassine envelopes of heroin, Rice said.
In May, Rice said she applied for an eavesdropping warrant on two cellular phones used two Queens men who she said are believed to be the ringleaders of the network. Nassau County Judge Frank A. Gulotta signed the warrant.
Rice said that after Ciappa's death, detectives found out that her ex-boyfriend was a previously unidentified subject involved in the wiretapped telephone conversations of the investigation into the Queens-Nassau ring. As a result of the connection, Ordaya was placed under surveillance and eventually arrested on a drug conspiracy charge July 7, Rice said.

this is really sad, obviously but the comment in the beginning bothers me... she didn't "look" like a heroin addict? what exactly does this mean?

Re: Authorities say teen who died at Seaford party used heroin
Thank you to the NCPD for the large amounts of arrests made this month!!!
My heart breaks for all of those kids who got involved in such a bad drug. I watched on of those arrested grow up from a little boy. We saved my brother in the nick of time but, he his friend we couldn't help.
MINEOLA, N.Y. -- Nassau County District Attorney Kathleen Rice and Nassau County Police Commissioner Lawrence Mulvey announced Wednesday morning the results of a sweeping investigation into heroin distribution in Nassau County.
The investigation led authorities across county lines and into Queens, where seven weeks of wiretaps and surveillance uncovered a large scale operation that Rice saidhas resulted in 10 arrests, including the ex-boyfriend of 18-year-old Natalie Ciappa, who was found to be the victim of a heroin-related death at a Seaford house party last month.
Rice and Mulvey were joined at Wednesday’s press conference by the Ciappa family, Nassau County Executive Tom Suozzi and members of both the NCPD and NCDA’s narcotics divisions.
In addition to the arrest of Ciappa’s ex-boyfriend, the investigation led authorities to the ringleaders of the network, brothers Alexander and Edward Fontanet of Queens.
Rice said that the investigation began in February, with Nassau County Police Department detectives uncovering widespread heroin dealing at the Hempstead Bus Terminal.
Intelligence uncovered during the initial investigation led detectives to a Roosevelt home that is believed to be a Nassau County distribution point being used by the Queens ring.
A search warrant executed at the Roosevelt house resulted in the seizure of 804 glassine envelopes of heroin. Each glassine envelope of heroin is considered a dose of the deadly drug.
Detectives obtained significant intelligence regarding the network’s suspected primary source, the Fontanet brothers, and their Nassau County counterparts, Donald Kurth of Merrick, and Patrick Graf of Massapequa.
In May, District Attorney Kathleen Rice applied to the court for an eavesdropping warrant on two cellular phones used by the Fontanet brothers. Nassau County Judge Frank A. Gulotta signed the warrant and eventually allowed the District Attorney to expand the scope of the warrant to include cellular phones used by Kurth and Graf.
Significant additional evidence was obtained against Alexander Fontanet’s wife, Lorraine Cianciulli, his Queens colleague Jose Demenech, the girlfriend of Kurth, Heather Wahl, and the wife of Graf, Melissa Graf.
Evidence was also obtained against Damon Marinacci, of Syosset, and Phillip Ordaya, of Seaford.
On June 17, the Fontanet brothers, Lorraine Cianciulli, Jose Demenech, Donald Kurth, Heather Whal, Patrick and Melissa Graff and Damon Marinacci were arrested.
Phillip Ordaya is the ex-boyfriend of Natalie Ciappa, an 18-year-old Massapequa girl found to be the victim of a heroin-related death June 21 at a Seaford house party.
Rice said that after the Ciappa tragedy, detectives investigating the incident obtained information regarding an old boyfriend of Natalie’s, Phillip Ordaya. Detectives quickly determined that Ordaya was a previously unidentified subject involved in the wiretapped telephone conversations of the investigation into the Queens-Nassau ring. As a result of the connection, Ordaya was placed under surveillance and eventually arrested on a drug conspiracy charge July 7.
Rice said that authorities know definitively that heroin played a role in the death of Ciappa, though the final toxicology results were not expected to be complete for another few weeks. The investigation into any possible direct linkage between Ciappa’s overdose and Ordaya’s alleged heroin dealing is ongoing.
Two additional heroin possession arrests were made pursuant to this investigation and Rice said that more were expected. Rice also said that she expected to upgrade the charges against several of the defendants involved based on the continuing investigation.
Search warrants executed at the Fontanet homes following their arrests resulted in the seizure of more than 1,000 glassine envelopes of heroin and extensive paraphernalia and equipment used to package and sell heroin.
A warrant executed at Graf’s Massapequa home and car resulted in the seizure of nearly 500 packages of heroin.
A search of Marinacci pursuant to his arrest resulted in the seizure of 15 individually packaged doses of heroin.
A search of Kurth’s Massapequa home resulted in the seizure of 106 glassine envelopes of heroin.
A search of Ordaya pursuant to his arrest resulted in the seizure of glassine envelopes distinctively marked with terms and known brands discussed frequently by the distribution network during their recorded communications.
Rice said that heroin arrests have steadily increased since 2000, culminating with the arrest of 151 people for sale or possession of the drug in 2007. Since 2007, there have been 37 suspected heroin overdoses in Nassau County.

You don't look like one until it is really really bad. One fatal dose can kill you. You don't have to be strung out and homeless to die of an overdose.
This quote from the mom broke my heart.
"Unfortunately when a girl goes out with a guy and he gets her hooked on heroin, her memories with him are of being happy and euphoric. So she looks back on that like nobody ever made her that happy," the teary-eyed mother said. "So I think Natalie, until the day she died, was hoping to get back with him."
I guess because I know the guy well and have met the girl. It is just so awful. I only hope that the guys arrest and her death will be the wake up call he needs and he can sober up in jail and use his life for something more positive.

Phil was my brother's best friend. They haven't hung out since my brother got clean but, they have spoken. They were best friends from like 2nd grade and they grew up together and got into drugs together. So there is nothing I can say about him that doesn't also apply to my brother 6 months ago. I just can't stop crying over this. Thank god he got out. Thank god. And I pray and pray everyday that he stays out.
that he stays strong and maybe some of his old friends will see that and be inspired to get themselves out too!!!

Re: Authorities say teen who died at Seaford party used heroin
This is just so sad.
In the original articles, weren't the parents saying that they they didn't know why this happened, or had no idea why this could have happened?
Only because the quote "Doreen Ciappa said her daughter had overdosed once before. She said they had tried to get her help, but once she turned 18 they couldn't force her to get help anymore." left me a bit unsettled, that originally it seemed like their daughter could not have possibly been doing anything bad at this party or that their daughter would be involved in anything bad. Maybe it is just how I read the stories as it unfolded.
It's still such a shame that this is going on. Thank goodness they are trying to stop this happening to other children.

I could be way off, but it seems like the ex-boyfriend and been under investigation for some time. Maybe the mother knew but didn't want to say anything or just act like she didn't know.
So sad.

I had Philip Ordaya in class, briefly.
He transferred out into another section within a few days.
I knew he was up to no good... had no proof of anything... but it's that gut feeling you have... he wasn't rude in class or to me but I was NOT comfortable in his presence... definitely gave me the creeps... no way in he ll would I have ever let my kid hang with him... but I didn't think he was into such activity at this level... probably doing whatever drug of choice himself but not dealing at this level.
Chances are some of his other "customers" will be sitting in my class this Sept... if the stats in the article are correct... there will be several in my room throughout the day...
Seriously, these kids have no regard for human life, theirs or anyone elses.
If he is guilty in her death, I hope he pays SEVERELY
ETA: If the parents met him, as her "once" boyfriend and they didn't get suspicious when they first laid eyes on him then they are deaf, dumb and blind!

Re: Authorities say teen who died at Seaford party used heroin
This is just an awful tragedy. I've dealt with several drug offenders and former drug users in my line of work because so many of them become disabled. I think that heroin is particularly difficult because it is so addicting and because it is a "peaceful" drug. Most of the heroin addicts I have met have not been in trouble with the law for things like assaults and violent crimes. The coke addicts I have met do have those kinds of arrests on their record. It's just an observation but it is part of the reason that heroin abuse can go unsuspected. I have a former client (who would probably even speak publicly) who says that his awakening came when he was in his early 50s and was put in jail for loitering. He said he was too old to handle jail anymore and he asked himself what he was doing there. He's been in methadone treatment for a long time now.
