This isn't really an "awkward" photo. Many HSs have a "duct tape" dance. The students make their outfits out of duct tape. The entire school participates. Yes, the outfits are often weird, silly, outrageous, etc, but that's kind of the point. I'm sure there are contests based on various styles of outfits.
Once you realize the context, I don't think it's as awkward as it first seems.
