At what month does a baby develop strong neck muscles?

Define "strong"! 
An infant should be able to FULLY control their head by 4mths.

I can see this being the case. DS always has pretty strong neck control but in the last 2 weeks he has really gained more strength, is holding his head higher for longer and can really turn it to where he wants when on his belly. It still gets alittle heavy for him when he is tired, but he has a big noggin! 
ETA: DS will be 4 months next weekend. He is currently 16 weeks old
