having lived in CA and worked for MediCal - illegal immigrants are a huge part of the CA workforce and economy. Most do not abuse the system and provide benefits to all Americans (mostly cheap agricultural products...ex - avacadoes can be as low as $.25 each in CA). Even Arnold recognized their importance

Avacados was one example...you would be surprised how much cheap produce adds up...I saw it when I moved there and felt it in my pocket when I moved back here.
but there are other benefits...like raising production for US businesses, rather than those businesses crossing the borders (there are tons of multinational companies, sitting on the Mexican side of the border in Tijuana and San Luis)
honestly, I'm sure a bit more is paid out for illegal immigration, but I have seen articles estimating surpluses and deficits from illegal immigration.

It is estimated that there are currently about 12 million illegal immigrants in the United States. In California alone there are said to be 3 million illegal immigrants. Those supporting illegal immigrants argue that the state of California along with other states has benefited from the arrival of immigrants due to the lower cost of labor and their contributions. The lower labor cost allows businesses to more effectively compete with firms both at the domestic and international level. Illegal immigrants tend to have a reputation for being hard workers and will take on the jobs that Americans would normally not take on. The purchases of illegal immigrants contribute to an additional number of services needed which usually translates into the creation of new jobs.
On the other hand, anti-immigration groups claim that illegal immigrants take jobs from the American people. In addition, they claim that illegal immigrants have lowered wages overall because they increase the labor supply for unskilled work and are generally willing to take less for their labor. Critics of illegal immigration bring up that many illegal immigrants do not pay taxes and are a financial burden to the state of California. Counties as it is are already struggling to provide services such as healthcare and education. They are on a budget and find themselves having to provide services to illegal immigrants and their families as well. Another argument is that the children of illegal immigrants take up resources when it comes to education and make the education system worse than what it already is. A study done by the Federation for American Immigration Reform (FAIR) found the cost of illegal immigrants in California to amount to $10.5 billion annually. This figure includes the cost of incarceration, health care and education of illegal immigrants.

DH is in restaurant managment. In FL, NY, and NC the same practices take place. In order for them to be cleared to work there, they have to be on the payroll...so they keep the same SSNs on file, as different people come to work, the numbers get recycled and paychecks get cut. So, they are paying taxes, just not to their number.
Also, tax ID numbers are a common practice. Many illegal Mexicans pay taxes with their tax ID numbers.
ETA: NC is by far the most strict of the 3 states. Heavy fines are enforced. Since DH now works in a corporate atmosphere, there aren't any illegal immigrants working for him.

Sales taxes for one. Additionally, many pay income tax, often with fake social security numbers.
