can I wear a long black dress...
to a friday night wedding in August? It's not black tie but at a really really nice place.

I also think sometimes weather in August can be wonky at night, so anything goes really.

I don't see why not! It's always better to be overdressed than under dressed. But you'll probably be one of the few in a long gown. If that's cool with you, go for it!
