Dog owners of puppies and small breed dogs are encouraged to charge a small adoption fee to ensure that the dog is not adopted by dog fighting rings to use as bait dogs.
I've worked with small and large animal rescue for a long time and have never found an adoption fee to deter crazy and/or abusive people. To cover expenses, yes, but never effectively as a deterrent. In the instances where fees were to cover expenses, these were dogs that had already been rescued and the expenses were to get the animal on track health wise -- they weren't from someone who bought a dog and changed his mind. And, if he's willing to drop the dog off at a shelter (where he'll get nada if they even take the dog), then he clearly doesn't need the $200 so badly.
I'm NOT saying no one should get this dog b/c of this. Cute puppy and labs make great family pets. I DO hope someone takes him in... I'm saying it's a poor choice on the owner's part to do this. Carefully screening owners and giving the dog away is better than selling it for $200 to whoever can pay. Hopefully even with the adoption fee, he is being careful about screening potential homes... though not really sure how he can do that if the dog "must" go by this weekend.
When I do large animal (horse) rescue and when I rode as a professional and did a lot of training / horse sales, no amount of money deterred tire kickers and potential abusers. (Same when I've worked with small animal rescues OOS...)

I will tell you in my experience with small animal rescue, the baiters can be deterred by a fee of a few hundred. The reason is that they can find "free to good home" ads, and the baiters can also go to a municipal shelter (essentially for free) and appear as a friendly adoptive family. They are pros at making themselves appear legit to potential adopters and know all the answers that the shelters/adopters want to hear when they interview. Because many shelters do not do home visits, they leave themselves open in that way. I am trying to find the articles that used to get sent to me with a "blacklist" of names of people who appear as if they are interested families, only to be discovered later as people who adopt for bait dogs.
One "family" adopted over 300 dogs before being caught.
ETA: I also want the dog to be adopted into a nice home, and do wish people in general would be more considerate of their pets when obtaining one for themselves. If the dog was obtained from a respectable breeder, the dog would have, by contract, been bound to return to the breeder in the event that the owner could not keep the dog.

ITA as well. That is IF the dog was bought from a breeder at all.

ITA as well. That is IF the dog was bought from a breeder at all. And that's a pretty big IF.....
