I work at a college and Victoria's Secret and Aerie seem to be very popular.

American Eagle/Aerie is very popular among my teenage nieces. It's the same so if you buy a gift card to one it can be used at either.
Macy's is a good choice too. They have just about everything in all price ranges.

If you know general area where they live, you can always get a gc to the mall near them too

No Express has a ton of party type clothes, short dresses, awesome jeans.
They have some "work type" pants but I wouldn't call it business casual

Maybe I'm lame but she's an 18yo foster child. I'm not looking to help her get party clothes. More looking for her to be able to get basics for sports, school, work, etc.
If you are looking for practical clothing then like others said Old Navy, Uniqlo, even Target has a good selection
Such a nice thing to do btw!
