Completely fair. Your start time is 9.
If you are hourly you are "racking up" overtime they cant afford/ and or don't want to pay.
Its up to you to work your scheduled hours.

100% Fair at my pt job I'd sit outside in my car and play candy crush if I was early or sit in the break room. I got there early was my deal. Ironically one time they were begging if I could come in 'as fast as I could' for my 6:30 shift. I said "I'm in the break room is that fast enough?" LOL

I'm just curious what you mean by this? I start at 7am (salaried but I do get OT if it's approved by a supervisor) and I am expected to be ready to work when the clock hits 7:00. If I need time to put things away, eat breakfast, etc, I would have to show up early and unpaid. Do other employers say "Start at 8" but allow you to have a cup of coffee and relax until 8:15?
I think it's more than fair for them not to pay you if you're showing up earlier than asked. To me that's stealing time if it hasn't been approved. They want you there the hours that you were hired for.

I agree.
When I was a temp, I started at 9, but I was always there by 8:40, b/c I took the LIRR, and if I took the next train, I'd be late. I used to go to the break room & got in the bad habit if a morning coke from the vending machine ( it was summer--my walk from penn to 18th st. was hot!). There were other positions that started early and the break room was on their side of the office, so I wasn't sitting in an empty building.
You shouldn't clock in early, but you also should work when you aren't getting paid, so come in get coffee, get settled, etc, and start when they start paying you.

No, I think that the question is if your day starts at 7, and you arrive at 6:30, would your employer be OK with you sitting there and relaxing until your day started at 7.
