one thing i really can't stand is when people look to broad state-wide and federal legislation to solve problems that occur at the local level. it's pure laziness--get the tough-talking governor to fix something that was allowed to happen in the first place because the community couldn't be bothered to pay attention until the consequences hit them in the pocket.

your superintendent negotiates his/her salary directly with your community-elected board of ed. they are not part of any union. they were permitted to negotiate those salaries in the first place because you the voter allowed corrupt officials to infiltrate the school system through an underinformed ballot or lack of motivation to cast a vote at all...and now we b*tch and moan about taxes. frankly, your community is not that big--most school budgets pass or fail by less than 100 votes--and it's not that hard to organize and send a powerful message to board members by writing letters, attending board meetings, and voting thoughtfully.

take responsibility: hold your elected officials accountable and make demands about how they negotiate those contracts in the future. that's certainly a more fruitful approach than bickering on a chat forum.
