I babysit for a little girl (3 years old) that has her "boobies" (as her mom puts it!). They noticed it a while back, it was just the nipple area and then she developed buds..they were very upset BUT it turned out to be a very small benign cyst on her ovary. The hormones that caused the cyst also caused her to start deveoping a bit. It was taken care of and all has since started going back to normal.
I'm not saying its a cyst, but it could be one explanation. I would not freak out, I am sure she will be just fine!!!!

I was so nervous when I read the subject - not to say that this isn't unsettling, but thank God she is healthy and ok.... This is unfortunately somehting you have to deal with, but not life threatening, and hopefully it won't be anything that affects her majorly...
when I was a counselor at a sleepaway, a gir got her AF when she was 8 or 9 in my bunk - she took meds for the same thing, and AF couldn't be delayed any longer. She was such a terrific kid 
I hope you guys are able to figure all this out...
