How come day care centers don't do parties?

How come day care centers don't do parties?
Or do they? It always seemed like a good idea to me. Maybe a bunch of kids who have close birthdays could do it? I wouldn't mind setting up and cleaning up everything. I guess maybe the liability with kids who do not attend the center? Maybe I'll discuss with my Director. Can you tell I'm in party mode.

My daycare center does, for kids 3+ I think it may be an outside group that does them, or it's a group thats affilated with my daycare center franchise.

Our daycare is more of a school environment and they allow small parties.
I sent in cupcakes for Connor so he could get to wear the bday hat and have "happy bday" sung to him. I know the other children in his class did the same and some even sent hom small goodie bags.
We did have to get the cake mix appreoved since it is a nut free school or else get cupcakes from a specific bakery near the school.
