in the beginning I would just use a drenched wash cloth and keep rinsing and working the soap out with the cloth.
DH just pours water over their heads.

Washing the soap out of her hair has always been the breaking point for her. I have learned to do EVERYTHING else first. She plays and does her thing while the soap is on her hair... and then the last thing right before I get her out is I stand her up, tell her to hold my hands. I start my pouring water over the back and sides of her hair and then with one big WOOOSH! I dump a cup over her head . Mean Mommy I know. But she gets upset for 30 seconds and then she is out of the bath and has moved on.

I bought this at BRU - it's a shampoo rinse cup, the front of it is made of rubber so you can push it against their head and the water doesn't go into their eyes.Shampoo Rinse Cup
I used this originlly then the handle broke. Now I just cuot my hand over their forehead and tell them to lean back
