I don't answer when my MIL calls. The phone call turns into all about her and I don't have time for it. On the otherhand, when my FIL calls, ( they have been divorced for 26 years or so) I will answer since the phone call is mutual.

MIL never, and I mean NEVER calls so it's not a problem here. Wait, she did call once about 3 years ago and I let the machine get it.

Am I the only person still in the year 2008 who does not have caller ID  So I have no clue who's calling on my home phone. I usually pick up and take a gamble

Rarely. If I am busy with DD, I ignore the phone, or I jsut ignore it period.

ummm if im feeling daring i answer it...if DH is home i give him the phone and say here its your mom...but mostly when im home alone the machine gets to talk to her 
most of the time im not into talking to her and hearing that tone of voice like i have done something wrong or DH has...UGH i hate that tone!

all the time, and I call my ILS more than my DH does.
I am very lucky to have a great relationship with them.
same here.. i go there almost everyday.. dh sees them 1 every other week!

I have a good relationship with my MIL...she's been a godsend since Matthew was born.
But --- generally i hate talking on the phone because I feel like I get so little time as it is and I'm not going to spend it on the phone. My mom and his mom call a million times a day. The agreement is that he answers when it is his mom and I answer when it is my mom. Although typcally when his mom starts asking questions about the baby DH says "here, why don't you talk to Lisa". grrr.
The latest trick I do is make all of my personal phone calls at work so as not to interfere with my personal time -- haha.
Or make my standard calls on my way home from work (multi-tasking). Even though I talk to both of them at that time they still call a zillion times!

Its very rare that I answer the phone...all I can say is, Thank goodness for caller ID!

But if it's DH's dad, I refuse to pick up. Can't stand the man.

I hand the phone to my DH so I do not have to answer it, If she leaves a message it is like I am not around anyway. Mu MIL leaves a message " HI Steven" Hello I live here too
