Do you love your job?
I totally get not wanting to wrok less - because in the end it's not a positive reflection on you and could hurt you down the road. Hell, I work for the County - I see it every day. 
However, if you don't love your job 1000%, I would start looking for something else. Sorry

I don't know if this is possible but can you continue doing YOUR job without having to shoulder everyone else's mistakes? Then the errors wont get fixed and HR will have to step in.
