I think this is one of those "Only in NYC" things.
At least, I hope it's not happening elsewhere.
I just got two kids who have been held over THREE times.The previous school hasn't sent the reconds yet but both kids are really struggling to do the work. They entered as fifth graders, and should be in eighth. They've been put in my sixth grade class, but can't do the work. I just don't get how parents and teachers/administrators could let this happen. Neither receive any kind of special service, which they both need, at a minimum.

that is very said. i've heard of it but never seen it. i personally have only had students heldover twice max. that is bad enough IMO.

i teach 4th in nyc, and have a student who is 11. i was in 7th grade at 11. shes been held over 2x, and mom came storming in two weeks ago to demand she be put back in third grade, for the third time. i was like  ...
also, we just got a new student today on 4th who is 13. when i think about how she will be 21 when she graduates (if she graduates) from high school, my heart breaks for her.
how does it get this bad? how did these kids get by without so much as a referral???
i know a few that move every time the words "special education" are mentioned. by the time the new school gets the records and follows up, they move again.... so not doing the kids any favors.

I had a student in this situation- very nice girl, and I really think she was mildly retarded. She was 16 and could barely read at the end of 8th grade. I did all the paperwork, the meeting was planned, and the mom took her out of the country. 
I met with another mom last week- she wants her son re-evaluated for full-time special ed. He gets resource room now but they will not re-evaluate until June.

not only have I seen it but I have a child in my class who is in the first grade for the third time. This happens because parents have the right to fight referrals/testing and placement into special ed programs and schools can only sue for the right to refer the child without parental permission after the child has needed a special placement for THREE YEARS.
The child in my class has the "dad of the year" who has informed us that it doesn't matter if the child is in the first grade until he is 18 -- his child will not be placed in special ed!!!
What an A HOLE!!!!!!!!
In the end, he'll be placed but he will have wasted YEARS of his life
