I was out with some friends and saw someone who asked on NFR about restaurants to eat at earlier in the day. I was going by her avatar pic and wasn't sure it was her, and don't know her very well. So I didn't say anything. I later found out it as her.
If I recognize someone that is friendly on the boards, or I've directly conversed with, I would probably say hi.

I've spotted several LIFers and haven't said anything - honestly, you don't know if they want to be approached (esp. when they're with family). If I met them at a GTG then sure, but if I only "know" them from here, I don't approach.
ETS: The furthest I spotted someone was when vacationing in Jamaica - the island, not Queens!

If I were out with Kevin I'd prob strike up a conversation with him really loud like "So did you see that thread on the Relationship board?" and see if that would catch the person's attention.

I saw Shorty and her husband at AC once but was too shy to say anything so I went home and FM'd her and it was her.
I've seen other girls in the mall and such but again, too shy to say anything.
I also took a kickboxing class w/Liza and asked her if she was was on LIF

I approached one person in BRU and was right. Once I was approched as I left Chili's
ETA: Once at a b-day party (they were at the other party) there was a room full of gals and a bunch came over to say hello to me
