for a FSIL, I would definitley do everything in my power to go. For a friend, maybe not.

It depends on how close you are to FSIL.
My SIL did not attend either of my showers (VA & NY) and she lives in South Jersey. She was not in the wedding though and her schedule is insane (nurse with two young kids and her DH works full-time). Actually, now that I think about it none of DH's family members attended either shower Oh well They were not missed.

My SIL didn't make any effort to do anything (I married her brother). So I wouldn't put out the effort for her.
But I'd try my best to go if I were in the situation for my brother.
