Nope, it is not. But remember that in order for swimming lessons to be effective, you have to have your children continue taking them. Meaning you can't just have them take 6 lessons and consider them swimmers. You should have them continue with instruction until they are older.

No it is not. I taught swim lessons for about 6 years.
At 21 months a lot of what they would do is water safety and conditioning. Every program / teacher is different but they will probably do a lot of repetitions so that is a child falls into the water their instincts will direct them to grab the wall. Also floating and the start of swimming, kicking legs, little paddles, etc. You would be surprised how much a baby can learn in the water. I think its very important for a child who is walking to have some familiarity with the water, even earlier if possible.
ETA: I had students as young as 5 months and I had a 2.5 year old who was a great swimmer because she started lessons at an early age.
