Is my SIL's (DHs Sister) kids my niece & nephew?
I call them my niece and nephew but someone at work corrected me and said they are not my niece and nephew.

yes, i think they are. my dh calls my sisters kid his nephew. by marriage, but they are related.

Technically, I don't think they are, since they are not blood relatives. My DH's niece and nephew are in their 20s, so I refer to them as his niece and nephew. I am not sure if I would have referred to them differently if they were young.
I also don't call DH's sister's husband my BIL. He is my SIL's husband 
ETA: I don't think anyone should EVER clarify that to a child. My young nieces and nephews call DH uncle and he thinks of them as nieces and nephews.

If you want to separate it by marriage you can, but it's a little silly.
I call my dad's brother's wife my aunt, just the same as I call my DH's sister's son my nephew!!!!
IMHO, if you would say your DH's nephew it sounds like you don't want o be related....

Nephew - 1 a : a son of one's brother or sister or of one's brother-in-law or sister-in-law
So tell your co-worker to shut it

That is how I feel. Dh's brother got married two months after we did. His wife is my best friend and there is no way I would not consider her my sister in law. JMO
