Jacket sizing - do you size up?

DD is 13 months (29" and just over 19lbs) and is wearing 18 months tops, some 18 month pants, and 12 month shorts and some 12 month pants.

I have a couple of jackets that I want to get her for fall and winter - should I get 18-24 months for all the jackets? Or should I get 18-24 months for the fleece/winter jackets and 12-18 months for the fall?

I have also bought her a few long sleeve shirts and leggings sets for fall/winter in 18-24, but I'm worried that the pants will be too big since 18 month shorts are huge on her.

I always buy a size up because finding an appropriate jacket when IN the season is near impossible. Last year, I bought DD1 a Land's End jacket that has a hidden stitching to make the sleeves longer when they grow, so she will get about 2 more years out of it, 3 total. Hanna Andersson jackets usually allow for growth as well

I will have to find a jacket like that next year when she hits the Toddler sizes!

YES! DS was wearing 24m or 2T last winter. We bought 3T and now that growth has slowed, he can wear it this winter too.
