When I'm by myself, I always put it back where it belongs. If my kids are with me, I try to park as close to the cart parking area as possible. If I can't, then I leave it near where I parked. I'm not willing to leave my kids in the car unattended just to return a cart.

Honestly, I try to park as close as possible to the cart return, put my child in the car, lock the car and quickly return the cart. I takes 2 seconds if you park right next to it.
I don't have to deal with hail and snow in Los Angeles however

99% of the time I return the cart. When I don't, it is just sheer laziness.
Footnote:
When I was a kid, my mom used to go the Sears Surplus store out in Sound Beach/Rocky Point (can't remember). While she was in shopping, I loved to roam the store/parking lot picking up all the carts. I was around 9.
What does this tell us? Yes, first and foremost that I was a weirdo and perhaps someone should have called CPS on my mom. But I think it also hints at a possible solution.
Let the kids work the lots while their parents shop. It can be like frogger-they can dodge the cars pulling in and out while they collect carts. We can even have prizes.

If I am alone, I will ALWAYS return it no matter what. When I am with my daughter alone, it honestly depends on the weather and how close I am parked to the area where they belong. I live in Queens and EVERY SINGLE parking lot I go to is ALWAYS PACKED. The traffic is insane and I am not risking walking through the lot with my rowdy little girl just to bring a cart back. I always try to push it to a place where it wont roll into another car if I cant return it. I also wont put her in the car and then walk away from it. Not in this neighborhood thats for sure!!!

I prefer to go grocery shopping or to Target without the kids.
If both of them are with me, I always try to park within 2-3 cars of the corral. I usually secure them in their seats first, unload the cart, lock the doors and take the cart back.
If I only have one, then I unload the car, lock doors, take him with me to return the cart and make him walk back to the car.

Ditto. Since it is ice cold in NY 9 months out of the year, I always put DC in the car first before I even unload the cart. But I'll add that if I MUST leave it, I never block a parking spot, I'll try to put it off to the front or side.
