What are the name of the machines that do this? what else do they do?

I think you're looking for something like a Cricut machine. They have TONS of different types that do different things- some cut out letters/shapes, some do tags, some stickers, so do it all. I'm pretty sure you need cartridges for most of them. They wind up being pretty pricey.

Cricut is only one brand though. I do know of another brand- Xyron- which I tried since it's so much cheaper and I was SORELY disappointed in it. It did it's job- cut out the numbers I wanted but it was a HUGE hassle. If I needed to do it all over again- I'd pay the extra money for the Cricut. HTH!
ETA: In general, I believe they are called die cut machines.
Sizzix is another popular brand, but I've never used them.

Machines that cut out letters
What you're looking for is a die cut machine. There are 2 basic types: manual (Sizzix, Cuttlebug), or electronic (Cricut, Silouette). The starting price point is significantly different (under $100 vs over $200) for just the machine. After that initial investment you have to then either buy dies (manual), cartridges (Cricut), or svg files (Silouette - although there are many free svgs). They all have their advantages and disadvantages. It depends on what your ultimate intent is.
