do a search on line, you can find a bunch maybe the stores will have them soon since spring is coming.
I would do a simple frosting, wings white, then yellow and black stripes.

I would check amazon or ebay for a cookie cutter. for the cookies, make a sugar or shortbread cookie, and then use colored royal icing for the decorating part. You can make royal icing pretty easily (i think it's milk and confectioner's sugar, but i'm sure there's a recipe online somewhere) and make it thick enough so that it colors the cookies nicely. or you could cover them in white royal icing, let it dry and then use food safe markers to color them as bees. good luck!

if you go to a craft store like Michael's or AC Moore, you can find a mix for royal icing that would be easy to use. Regular icing would not get hard enough, and the royal icing will be nice and shiny!

Re: making bumbleebee cookies- decorating advice needed
for icing in three parts yellow top, black middle, and yellow bottom you need to make a damn. First your outline the part you want to fill in and then you fill in. So you can do yellow first because if the black bleeds over it is easier to just make the black part bigger. So do both yellow top and bottom and let dry at least an hour. Then do a damn for black and fill in. Let it dry completely. You can then outline the entire cookie in a darker color icing. I would use chocolate chips for eyes. While the yellow is a little wet, use a tweezer to put in the chips upside down so they are flat. HTH
you can also buy them here - bumble bee cookie
cookie cutter
here is a easy way to do it for a butterfly- just sub the shape of a butterfly for the bee link
