Honestly-I would just report them.
They know about the problem and haven't done anything.
I wouldn't send a signed letter because if you do and then have to call they may retaliate.

Thank you all for sharing your stories & opinions. I am thinking of just reporting them at this point. We have walked by their house and I'm pretty sure that this dog barks all the time in their house as well. Their blinds/windows look like they've been "attacked" by this dog. They probably let her out all the time so they don't have to hear it inside. The poor thing probably just needs some proper training. They have 4 kids and are probably kinda flakey due to a very busy family schedule. As someone else said, I don't understand why they got the dog if they never seem to spend any time with her. They have a second dog, a much smaller fluffy thing. I've heard that this one is much nastier and attacks people as well as other big dogs. But I rarely hear that one bark.
As for the anonymous part, I think I will probably stick to my guns on that one. I will take out the part about the other neighbors, but I have a feeling that this will eventually escalate and I'd prefer to keep it anonymous. I'm thinking I will send the note, wait a week or so, if nothing changes, send a copy of the city ordinance, then call & report them if nothing changes. I'll have a clear conscience that I gave them a chance to fix it first without involving the city. About the anonymous thing, I do understand where you're coming from (those of you telling me to face them) but I feel that this is the best way to handle it for now. I'll see what my neighbors say tonight when I see them. I truly appreciate all of the opinions though. Thanks! I'll keep you posted. Hopefully we'll have some peace soon!

in my township we have "public safety/code enforcement" the code in our town is that a dog cannot be allowed to bark for 15 minutes or more or its a violation. we have a neighbor behind us diagonally that has a beagle kind of dog that is left out overnight (sometimes when the owners isn't home) and the poor dog barks constantly. My DH & I called every single time the dog was left outside unattended to start barking. It got to the point that the dispatch lady knew the address by heart. Eventually when the code enforcement came & observed the dog barking for an extended time & caught the owner at home they wrote them a violation. The dog still barks, but now if they are home I hear them telling it to stop. We also bought a dog barking device like this which we mounted on a fence post at the corner of our yard closest to theirs. It really helps. Good luck!

LOL I had read this post when you first posted it and was like : I have a dog and I try my best not to let him bother the neighbors with his barking. He is up at 6:30 and has to go (potty) so we let him out then for a couple of mins then we leave to go to work around 7. And in the afternoons we have speech therapy for my youngest so we keep him outside for about hour hour and a half. So fast forward today I got a letter in the mail similar to the one you we gonna send. So now I'm that person I feel horrible that he bothers somebody but he is going to bark and I am not going to leave him inside all day. Now that the nice weather is coming Humans enjoy but so do Dogs. My dog is a Pit lab and he is a guard dog so he is going to bark if someone is out front or if someone is in the other yard. So I say to the person who sent me the letter. I do my best already to keep the barking to a minimum and you probably hear me telling him to sush if he barks for no reason but there is a reason why he is outside. So I apologize before hand. This has been the first time I've been on both sides of a forum debate. I find it interesting yet annoying. LOL just had to share
Also now that I think of it I wish the person would of just talked to me about it so I can explain my situation.
