DH used to work in lower Manhattan, and he would always see tourists smiling and taking pics in front of the globe that used to be in between the towers. He would get so pi$$ed.

This reminds me of that episode of "Rescue Me" where Tommy goes nuts when he sees vendors selling memorabilia, like twin tower cookies outside of ground zero
Unfortunately, it has become a sort of circus and the idea that it is a gravesite, as another poster mentioned, is totally overlooked. I don't see anything wrong with taking photos, but the photos the the behavior of the people who visit ground zero should be reverent and respectful!

I also see this all the time in DC. I live in VA and we go to the memorials A LOT when relatives and friends come. And there are people smiling in front of JFK's grave, the Vietnam memorial and the other war memorials. It almost makes us laugh that people can stand there smiling when they should be solemn and reflect on what the memorial means. Thats why you can't even take pictures in the Holocaust Museum.
I have no problems with the taking of pictures, but mostly the kids that treat these places as their playgrounds.
Just as an aside, my dad used to take us to the Vietnam Vets Memorial almost every summer when we were kids. It started out as very somber, but then he usually told us a funny story or anecdote about people he grew up with and our family members who are on there. So to an outsider it may have seemed like we were laughing and having a good time, but it was, and still is, a part of my dad's personal grieving process.
