I would never say this before having kids but now that I do, I realize that many toddlers hit and push and bite and don't know how to share and there is really very little a parent can do about it other than to try to reinforce that it is wrong.
My DS has been on both sides of this. When he is the aggressor, I reprimand him and apologize to the other child and his parents if they are around, and if I weren't right there doing that, then I wouldn't even mind if the other child's parents gently told my son to stop or that it was wrong.
When DS is the victim, I just remove him from the situation. Most times I'll say something gently to the other child, like, "oh, hitting isn't nice" or 'let's all share" and sometimes I won't, depending on the situation. I really don't care what the other child's parents do or do not do - it's not my problem or business.

The first scenario, I think the dad did the best he could. He was probably embarrassed.
The second situation, I would have told the three year old, "You do NOT pinch or hurt anyone else!" in a very stern voice and then told her that if they could not play nice, I would remove the toys. Then, I'd watch and make sure everything was ok. However, at the same time, I'd relocate to where the 3yo's mom was because I'm not anyone else's babysitter, sorry.
