I JUST got this done over the weekend at the post office. Not all post offices do it, if you go online they will tell you which ones do it. I chose to do it there cause you can hand in the application at the same time and get everything done in one place. It was $15 for pics.
You can also do it at a CVS.

We happened to have had a shoot done at that time so we used one of those pics, it happened to be against a white background. We took the pic, cropped it and printed it out at CVS in passport size. Now DS has a fantastic pic in his passport

We had it done at the post office and filled out all the passport paperwork there.
I want to say the pics cost $15.
