Sorry you and your family are going through this.... But the Police Officer is following departmental procedure. You have to be at the location with your mom because you are the complainant . You are the sister and you are just as responsible for her well being. If you call the precint and the cops went there your mom might just say there's nothing wrong or maybe not know what to say obviously since she calling you instead of 911. As far as if you were a neighbor calling about yelling/screaming from your downstairs apartment that is different because you are listening to what' going on and the police will respond and come to your house and asked what you heard. This is also will be treated as an "emergency call".
Well although I wasnt "next door" I heard...PLENTY through the cellphone she called me from....

This is not true either. You can call the precint and report a problem if you don't want to call 911. You just have to be at the location where the problem/issue is occurring. They will send a police officer to the location to investigate the matter.
Not if you're in Suffolk county - several POs who I've know for years told me you must call 911. You can call the precinct to report a problem but they won't send someone over unless you call 911. That is procedure. All calls go through dispatch.

I dunno...I recieved a FM from a cop...telling me that cop shouldve sent a car over....
It dosent even matter.....Eventully the cops came and were great...but the one I spoke to was an @ss

I was going to say the same thing. On Halloween some kids drove past my house and shot it with a paint gun so DH called the 6th precint, we just wanted them to know and see if a car could drive down the street to check it out and they said we have to call 911.
