To restate what everyone else said... definitely report it. If the dog ever gets loose and really wants to attack your child, there is absolutely nothing you can do to keep the dog away (besides shooting it...). You will not be able to stop a German Shepherd who is intent on doing harm to someone or something.
Also, think of the guilt you're going to have if another child is hurt or killed, and you could have done something to prevent that?

I own three dogs and am a huge dog lover. However, this dog needs to be reported each and every time it shows aggressive tendencies. This animal needs to be confined to the house or backyard with at least a six-foot fence around it and a locked gate. This is a disaster waiting to happen. Your neighbor, obviously, can't control this animal. She needs a serious wake-up call.

Good for you for reporting this. Maybe this woman will now pay attention and keep her dog inside. She, probably, just got off with a warning this time. However, if the police have to keep coming back, she'll, most likely, get fined.

I am glad you reported it. Dogs are animals and connot be controled most of the time. You did the right thing. I hope the dog goes to a home or family that has no kids around. Sounds like he would be a good hunters dog!

Make sure you list the date and who was present at EVERY incident with this dog. If you see anything write it down! Does this women have a front yard fence? I would personally be very careful around this women and her pet. Of course, it is not the pet's fault. It is the owner's fault She needs a trainer. A normal dog does not go after a baby like that.
