HOW DO I BEGIN!?!!? DS is 3 and i keep hearing about UPK and public school PreK. Do i Need to fill out any papers or apply? so sorry if this has been asked!

Sign up to receive emails from the NYC DOE. They will alert you as to when the applications for Pre-K come out however, call the schools you are interested in. Many do tours in the fall (usually October November). This is for Public School. Private is a totally different ball game.
