Its tacky regardless of age. Don't throw a party to celebrate your birthday if you expect people to pay for themselves.
This. IF you want to be the center of attention, then you foot the bill.

We had a friend who did a wine bus tour plus dinner for their 40th and each couple chipped in. I'm sure the birthday couple ended up spending more than they collected from us anyway. It didn't really bother us.

North Village Tavern in RVC - I am not sure of the exact guarantee but they do rent out the entire bar (it is on the smaller side) for a few hours and then open it up to the public later on.
Kasey's in RVC EAT in Oceanside MAIN Event in Farmingdale (I think there is one in Plainview too)
A lot of places will do the bracelet with the Apps and if it's not a private room they will give you a dedicated section.
Keep in mind though most will still have a guarantee and if that isn't met someone will be responsible to make up the difference.
