Does it have to be on site? We really loved Emerils at Universal City Walk. We also really like Fultons at downtown disney, but I don't know if I would say its very romantic. We found Narcossee in the Grand Floridian somewhat romantic but I was not at ll impressed with the food.

hmm...probably will be on site.
I know there's some fancy romantic restaurant at Disney but I think it's $$$. wonder if it's worth it.

There are so many romantic places onsite!
Restaurants:
Victoria & Alberts in the Grand Floridian!!!! It the only adults only place in DW. One of the best meals I've ever had in my entire life. I think the price-fix menu starts at $135 per person and DH must wear a jacket and tie.
Monsieur Paul located upstairs above Le Chefs de France in Epcot is also really great. Super romantic.
DH and I always do a dinner at California Grill. We try to get a dinner time around the time of the fireworks. We don't care if it's right after, we'll go up early have a cocktail at the bar and watch the fireworks from the observation deck. The place clears out right after the fireworks.
As far as romantic things to do - you can do a carriage ride at Port Orleans. Go watch the fireworks on the beach at the Poly. Go on a fireworks cruise.

If you are going at Christmas time, you can do a private sleigh ride at Fort Wilderness to see the Christmas lights.

Another great place is Gusto - the wine bar in Italy in Epcot. DH and I will go in for some wine and apps during Illuminations. It's quiet then and relatively few kids.
Another thing we do is shop in France or Italy for a bottle of wine and maybe some pastries. Then depending on where we are staying we will go down to the beach area at night and have a little picnic. We love doing this at the beach club and watching the lights on the boardwalk.
Another stupid thing we started last year at the food and wine festival was visiting each country in Epcot and taking a selfie of us smooching in front of an icon in that country (like in front of the giant troll statue in the store in Norway) Obviously this was invented after a day of drinking around the world but the pictures are so funny and we did it again this year while sober and still had fun. It was a great way to reconnect.
