Do permits have to be applied for to finish a basement or attic?

Technically yes since it's habitable space. But most people don't.

ITA. We refinished ours, new drywall, added a half bath. Never bothered with permits since this our forever home. Cost about $22k

I get permits for a living... It's the finished basements that our clients always get snagged with!

Yes, but we aren't- depends on where you live. Are you in an incorporated village? If so, I would file for one because they are more on top of it
