You should check the airlines for the measurements. I just use a soft sided tote because it is more pliable and can get into overhead space more easily - so I can't help you with the wheeled tote suggestion.

Briggs & Riley Travelware. I love, love them and all of their products. They are a little $$, but the carry on fits so much stuff it's unbelievable.
