I think the thing to do is get on your cell phone and dial 911, without being seen, of course. This guy could be mentally disturbed or high on PCP or something.
BTW, I've seen both men and women like this on the streets. I've worked midnight shifts in the city.

I've seen worse. One time I was going to the gym (around 5:30 am) and there was a man in the parking lot, facing the hood of a parked car, penis in hand, jerking off.
Same thing happened to my mother but the guy was looking at her in the car, and she was preggo with my brother! She beeped the horn like crazy and the guy ran away.... sick people out there!
