I am pretty sure it is a "thing" people do similar to like tha Halloween thing where you "boo" people. I saw it on our town's police blotter where a lady was all freaked out and tuners out it is like a " chain" thing done by neighbors and then you,in turn, Do it to others.
I was going to say the same thing
it is a 'thing', i've heard of it with all sorts of garden accessories as well.
You can do it with flamingos for charity too
if you've only been there 4 months, it might be a sort of 'welcome to the neighborhood' type of thing. Or you can take the gnomes and then put them on someone elses lawn and pass the game along

we thought about this, but it's so random! and i would say only about 10 of our friends know where we live

well we semi have an update..fbil left the original 3 gnomes, but the rest has been a mystery..i think my neighbors are now in on it bc we mentioned something to them...today's gnome came with a bottle of jack daniels ;)

Yeah. I might put them in weird.. maybe comprimising positions to see what happens. After dark and move them first thing in the AM so that the neighbors don't see them.
We picked a random house to harass.. silly harmless stuff.. when we were kids. Sounds like this is happening to you.
