I think context makes a difference in how something is taken
I really took that more as commentary on the people who are trying to make 9/11 a national holiday, and less trying to poke fun at the event itself.
hmm good point, didn't think of that
and in resonse to the other poster who referenced when Lois ran for Mayor.. i took that as more of making fun of Guiliani than 9/11 itself..
but either way.. it's Family Guy and they rule

Yes he did. He was supposed to be on the first plane that hit out of Boston.
As for being offended, I was a little uncomfortable last year at Universal Studios on the "Peal Harbor" Ride. It was part of the main tour. I remember thinking, "This is entertaining?" Maybe it's just me.
