I think I know what you mean, we had it in Alex's room. The walls have sand in it similar to the ceiling yes? If it isn't thick like stucco you can have the room skim coated. The put a few layers of plaster (spakel) on it and sand it down and the walls will look normal. That is what we did to our son's room. If it is thick like stucco, then I think you would have to re-sheetrock the room.

Is it like popcorn texture or is it more like a wave of additional texture or just a bad spackle job?

For the latter two designs I think it would be easier to remove and sand it down, but for the first one it is almost worth it to just put up new sheet rock and start from scratch.

we had two textured walls, at first we loved it but soon decided it just wasn't for us, A few people came in and told us we would need to re-sheet rock, another told us that you could put some type of board over it, not sure if that's the same tihng but inthe end, we spent a weekend sanding like MAD, it took a while to get it nice and smooth but we didn't wnt to start with a bigger process and we were able to sand it down very smooth. SInce then we have painted over it and you would never be ble to tel lit was once textured.
