Those who are out of work
For the people who are out of work because the businesses have closed, are they entitled to unemployment? Isnt unemployment just if you were laid off?

I'm pretty sure if your business has closed you are considered laid off and eligible for unemployment

We have to officially terminate our employees and then they can apply. But we are waiting on this package first because it “should” give us the ability to pay them full salary for up to 4 months.
We are going to pay them this week on our own because Well, they deserve it And we kinda, sorta have it to do so. Though we cannot pay ourselves 
Keeping close contact w our accountant to stay On top of it all.
We did get our mortgage , both cars and working in our boat Payments deferred for a few months. That’s should really help stretch the $ we’ve got available to use. Though the $1700+ health insurance still has to be paid

Those who are out of work
You are absolutely entitled to unemployment.
It is typically considered if you lose a job through no fault of your own, and are ready and willing to work at a new job.

It specifically asks on the website if you're jobless because of the virus. They've also waived the 7 day wait period.

California has also waived the 7-day waiting period.

So someone can try to file if they have been out of work even though technically not laid off

Yes absolutely.
And just answer the questions honestly. They will let you know if you qualify or not based on your answers. As long as you tell the complete truth it’s fine.
